Resource Recovery Centre

RRC

The Resource Recovery Centre (RRC) is a council run waste recycling, waste collection, and transfer facility aiming to reduce the amount of local waste going to landfill.

The Resource Recovery Centre is home to the Upcycle Centre. Formally known as Reviva Centre from 24 March 2024 the Centre returned to operation by Council.

Resource Recovery Australia cease operation at the site on 23 March 2024 and we thank them for their contributions to our Shire’s sustainability.

What can be disposed of at the RRC?

General Guidelines

At the RRC, most products are charged by weight.

It is possible to reduce the cost of disposal by separating different waste products in your load and disposing of them separately in the required locations, however this may mean that you need to be weighed and reweighed several times.

Mixed products are always charged at the highest rate.

If a customer chooses to have their vehicle reloaded, a reload fee will apply.

Sorted Loads

Sorting of load contents must be done before entering the RRC. Customers are not permitted to separate the contents while they are on the ground.

Any items unloaded together will stay together and be charged at the highest rate for the relevant products.

Contaminated Loads

If a particular waste type is disclosed at the weighbridge and is found, on inspection, to be contaminated with hazardous products such as asbestos, other procedures and charges will apply. 

If the load is contaminated with asbestos and is unable to be handled by RRC staff, an accredited Asbestos Removal Contractor will be engaged to ensure clean-up complies with Work Cover requirements. A certified transport company will be contracted to transport the asbestos contaminated material. The customer will be charged the full cost for the incident plus 10% administration fee.

Recycling - Commingled

What is it?

Recycling that is acceptable through the council yellow-lidded kerbside bin.

Items can include:

  • Glass bottles/jars - lids removed
  • Paper/cardboard
  • Plastic containers - lids removed
  • Steel/aluminium cans

Recycling - Sorted

What is it?

Products that the RRC is able to get recycled as a separated product. Each of the different kinds of products are placed in a different location. Some products can be accepted from residents only.

Products Accepted from All Customers:
  • Aluminium & steel cans
  • Batteries - car
  • eWaste
  • Glass bottles and jars
  • Mobile Phones and accessories
  • See MobileMuster
  • Paper/Cardboard
  • Polystyrene packaging - clean, dry, limited to 1m3 per day
  • Printer cartridges
  • Scrap metal
  • Soft Plastics - clear only, dry, clean
  • Spray Cans
  • White goods - NB fridges / freezers / air conditioners attract a disposal fee
  • X-rays
  • Products Accepted from Residential Customers Only:
  • Batteries - household
  • Fire extinguishers
  • Fluoro tubes/globes
  • Gas bottles
  • Oil (Motor) - Limit 20L per day
  • Oil (Other) - limit to 20L per day and containers must be less than 20L capacity
  • Paint - Limit 20L per day
  • Smoke Detectors

Important Information Regarding Sorted Recycling.

Asbestos

What is it?

Any product that contains, or is suspected of containing, asbestos. At the Resource Recovery Centre any product suspected of being asbestos will be treated as asbestos unless the customer can provide lab certification that it is not asbestos.

Thousands of products have contained asbestos over the years. The presence of asbestos can only be reliably determined by lab testing.

Examples

Products can include:

  • Asbestos wall sheeting
  • Cement sheeting "fibro"
  • Excavated material with asbestos off cuts
  • Floor and ceiling tiles, etc.
  • Floor underlays
  • Insulation around pipes and wires
  • Water/sewage pipes
  • Vinyl flooring (old)

Important information regarding the transportation of asbestos

Where more than 10m² or 100kg of asbestos is being moved in one load, this movement must be tracked and reported through the EPA. See WasteLocate for further information.

Bringing asbestos to the RRC

All asbestos products must be brought into the Resource Recovery Centre in approved asbestos bags.

Document shredding

What is it?

Paper that is predominantly white, that needs to be securely destroyed.

eWaste

Electrical waste items can now be dropped off at the Resource Recovery Centre for free.

The following items are accepted as e-waste;

  • Computers, laptops, desktops and tablets
  • Monitors and projectors e.g. hard drives, CD drives
  • Cables, chargers and cords
  • Computer accessories e.g. mice, keyboards, web camera, USBs
  • Printers, fax machines and scanners
  • TVs (flat screen only)

Inert (general) waste and building waste

What is it?

Dry waste that is not reactive and doesn't smell as it breaks down. Includes products with mixed products, which therefore cannot be recycled.

Examples

Items can include:

  • Bricks
  • Ceramics
  • Concrete
  • Cool room walls
  • Excavated natural material (ENM)
  • Fibro (with proof of no asbestos)
  • Furniture
  • Fill
  • Glass - Sheet/window
  • Hard plastics
  • Polystyrene - dirty - limited to 1 cubic metre per day.
  • Polystyrene building pods - limited to 1 cubic metre per day.
  • Soft plastics - dirty
  • Soil
  • Timber and timber products
  • Turf
  • Villaboard
  • Virgin excavated natural material (VENM)

Important information regarding inert waste

Excavated natural material - must be certified to show it does not contain hazardous materials e.g. asbestos, chemicals 

If there is any suspicion that a product is contaminated with asbestos, then it must be treated as asbestos

Mattresses

What is it?

Mattresses containing springs, or springs only.

Important Information Regarding Mattresses

Double ensemble - if both top and bottom layers have springs, then each one is charged separately.

Organic (Green) Waste

What is it?

Plants and other vegetative waste.

Examples

Organic waste can include:

  • Branches
  • Lawn clippings
  • Leaves
  • Stumps

No hoses, rocks, garden tools, stakes, etc.

Further information:

The contents of this stockpile are used to make soil conditioner for use on gardens. 

Putrescible (Decaying) Waste

What is it?

Waste that decays and gets smelly.

Examples

Items include:

  • Food scraps
  • Kitchen waste

Tyres

What is it?

Tyres are charged per tyre, based on size.

Important Information Regarding Tyres

Tyres must have the rims removed.

Tyres still on their rims will not be accepted for disposal at the RRC.

Transporting Tyres

Where more than 20 tyres or more than 200kg of tyres is being moved in one load, this movement must be tracked and reported through the EPA.

Textiles

If you’ve got damaged textiles that aren’t quite right for donating, drop them off to the RRC - FREE of charge.

SCR Group Australia will collect and divert 100% of items from landfill. They’ll be reused, repurposed and rehomed in the communities that need them the most.

  • Shoes
  • Clothing
  • Handbags/accessories.

A drop-off hub is located within the grounds of the of the RRC.

 

Not Accepted at the Resource Recovery Centre

There is a range of products that cannot be accepted at the RRC. These include:

  • Bitumen
  • Chemicals
  • Fireworks
  • Flares
  • Fuel
  • EPA Chemical Cleanout
  • Hazardous waste, including medical waste
  • Liquid waste

RRC Conditions of Entry

By entering our site, you are agreeing to comply with the following conditions:

  • This site is monitored by video surveillance. Photos of disputed loads may be taken by RRC staff.
  • Offensive behaviour or language will not be tolerated. Customers displaying this behaviour will be requested to leave the site.
  • You will be asked what you are disposing of and be required to identify all materials. If you are unsure, please advise the weighbridge operator. 
  • Visual inspections will be made by RRC staff.
  • Your vehicle will be weighed on entry and exit.
  • If you have separated sorted material, please advise the weighbridge operator. You will be required to place the sorted material in the appropriate area and may be requested to drive back over the weighbridge to ascertain the charge for the remaining material.
  • Customers are requested to adhere to the speed limits and safety signs at all times.
  • Fully enclosed footwear must be worn at all times.
  • Children under the age of 12 are to remain inside the vehicle while unloading, and must be accompanied by a responsible guardian at all times.
  • Unauthorised scavenging is prohibited.
  • RRC staff may ask to check your docket to ensure the correct disposal fees have been paid.
  • Smoking is not permitted on site.
  • RRC staff can request name and address details of customers disposing of waste.
  • RRC staff can refuse to accept items or materials which Council is not licensed to accept.
  • Customers not complying with directions from RRC staff will be requested to leave the site.
  • Loads contaminated by products not disclosed at the gatehouse may incur a rejection fee and/or a clean-up fee.
  • No photographs to be taken on site without prior authorisation.

Fine Soil Conditioner

About Fine Soil Conditioner
  • This is a composted soil conditioner to be used in soil remediation and rejuvenation
  • The particle size is 1-15mm
  • It is NOT suitable for use with phosphorus sensitive plants
  • Apply to a maximum depth of 100mm and incorporate to a depth of 200mm.

This Soil Conditioner meets AS4454-2012 standards
It complies with the NSW EPA Resource Recovery Compost Order 2016 and NSW EPA Resource Compost Exemption 2016

Coarse Soil Conditioner

About Coarse Soil Conditioner
  • This is a composted soil conditioner to be used in environmental remediation applications
  • This is a relatively low nutrient compost used to condition soil or may be utilised as a composted mulch.
  • The particle size is 15-40mm
  • It is NOT suitable for use with phosphorus sensitive plants
  • Apply to a maximum depth of 75mm

This Soil Conditioner meets AS4454-2012 standards
It complies with the NSW EPA Pasteurised Garden Organics Order 2016 and NSW EPA Pasteurised Garden Organics Exemption 2016.


Important

It is the responsibility of the customer to determine the suitability of the product prior to purchase.
 
Customers purchasing products from the RRC must be able to cover their load when leaving site.
