Commercial Rate

Definition 

The Commercial Rate applies to hirers using Council facilities for profit-making, revenue-generating, or private business purposes, regardless of business size. 

This includes activities where: 

  • Fees are charged to participants above cost recovery 

  • The activity generates income, profit, or commercial advantage 

  • The hire supports a private business, franchise, or professional service 

Typical Examples 

  • Fitness trainers and gyms 

  • Private tutoring or education providers 

  • Workshops, courses or seminars run for profit 

  • Product launches, sales events, markets 

  • Corporate meetings or training sessions 

Evidence Required 

Applicants may be asked to provide: 

  • Business name and ABN 

  • Website, social media page, or promotional material 

  • Evidence of fees being charged to participants 

  • Invoice or receipt showing commercial activity 

Health and Wellbeing Rate

Definition 
The Health & Wellbeing Rate applies to activities that primarily support physical, mental, or social wellbeing, are accessible to the community, and operate on a low-cost or cost-recovery basis. 

These activities are generally: 

  • Non-commercial in nature 

  • Focused on community health outcomes 

  • Open and inclusive 

Typical Examples 

  • Yoga, tai chi, meditation or gentle exercise classes 

  • Seniors’ fitness or mobility programs 

  • Support groups and wellbeing workshops 

  • Low-cost community health initiatives 

Evidence Required 

Applicants may be asked to provide: 

  • Description of the activity and its wellbeing outcomes 

  • Fee structure showing low-cost or cost-recovery pricing 

  • Details of the facilitator (qualifications where relevant) 

  • Evidence the activity is open to the general community 

Council may reassess eligibility if fees increase or the activity becomes profit driven. 

Community / Not-for-Profit Rate

Definition 
The Community / Not-for-Profit Rate applies to registered not-for-profit organisations or informal community groups delivering activities that provide a clear community benefit and are not run for personal or commercial gain. 

Any income generated must be: 

  • Reinvested into the organisation or activity 

  • Used to support community outcomes 

Typical Examples 

  • Incorporated community groups 

  • Registered charities 

  • Cultural, arts, or hobby groups 

  • Volunteer-run clubs and associations 

  • Community meetings and events 

Evidence Required 

Applicants may be asked to provide: 

  • Not-for-profit or charity registration (e.g. ACNC) 

  • Constitution or rules of association 

  • Statement confirming funds are reinvested into the group 

  • Public liability insurance 

  • Description of community benefit 

General Conditions Applying to All Categories

  • Council reserves the right to request additional information to verify eligibility. 

  • Providing false or misleading information may result in: 

  • Reclassification of the hire rate 

  • Back-charging of applicable fees 

  • Cancellation of future bookings 

  • Hire categories may be reviewed periodically to ensure continued eligibility.

Section 355 Committees

Some of the Council’s community halls and facilities are managed with the help of Section 355 Committees.

What is a 355 Committee

Some of Council’s community halls and facilities are managed with the help of Section 355 Committees. These are groups of local volunteers, appointed by Council under the Local Government Act 1993, who give their time to support the day-to-day running of important community spaces.

A 355 Committee might look after tasks such as hall bookings, organising events, assisting with fundraising, or coordinating small maintenance needs, while Council remains responsible for the overall management of the facility. This partnership helps ensure that our halls, theatres, sporting grounds, and other community spaces remain active, accessible, and tailored to the needs of residents.

The people on these committees are your neighbours, friends, and fellow community members who volunteer their time to keep these facilities running smoothly. When you’re in contact with a committee, please keep in mind they are residents helping on behalf of the community. A friendly and respectful approach helps our community-run facilities continue to thrive.
