The Wingecarribee Road Network
Wingecarribee Shire has a large and diverse road network comprising state, regional and local roads, servicing urban areas, villages and rural communities across the Shire.
Council is responsible for the management and maintenance of regional and local roads, while Transport for NSW is responsible for state roads. Council’s responsibilities include routine maintenance, rehabilitation, and capital upgrades, subject to available funding.
The Shire’s road network (regional and local roads) includes approximately:
- 925 km of sealed roads
- 293 km of unsealed roads

Given the size of the network and local conditions, not all roads are maintained to the same standard.
Road Hierarchy and Maintenance Responsibility
Council manages its road network using a road hierarchy, which helps prioritise maintenance and investment based on road function, usage and risk.
This hierarchy includes Lower Order Roads, which receive a limited level of maintenance for emergency vehicle access, primarily to maintain basic access rather than full serviceability. These roads differ from higher-order local and regional roads, which are maintained to higher standards.
There are also Crown and public road reserves across the Shire that are not included in Council’s maintained road network.

Roads and Responsible Authorities
State Roads
Managed and funded by Transport for NSW. Council has no determining role in maintenance priorities or funding.
Regional Roads
Managed by Wingecarribee Shire Council, with some funding support from Transport for NSW through block grants and repair programs.
Local Roads
Managed and funded by Wingecarribee Shire Council, including through Council revenue, Financial Assistance Grants and the Roads to Recovery Program.
Funding for Roads
Funding for road maintenance and improvements is sourced from a combination of Council funds and State and Federal grant programs, including:
- Transport for NSW Block Grant
- Roads to Recovery Program
- Black Spot Program
Funding is also collected from development contributions to address growth-related traffic impacts.

Reporting Road Issues
Council crews regularly inspect and maintain regional and local roads. If you notice a pothole or road hazard, please report it:
Make sure you include the following information:
- Road or Street name
- Suburb or locality
- Specific location of the pothole or a landmark, and the direction of travel.
