Council is aware of a proposed State Significant Development (SSD) application for Moss Vale - SSD-102795459, which seeks approval for natural gas-fired generators to power the proposed Southern Highlands Data Campus.
The proposal involves a facility capable of producing approximately 673 megawatts (MW) of power and is planned for 30 Douglas Road, Moss Vale.
The likely planning pathway for this proposal is through the State Significant Development (SSD) process. This means the NSW Department of Planning, Housing and Infrastructure (DPHI) is the assessing authority, not Council.
The final decision would be made by either the NSW Minister for Planning or the Independent Planning Commission, depending on the level of public interest and any required referrals.

Separately to the SSD proposal, a Development Application (DA 26/0352) was lodged in September 2025 for the same site, proposing a smaller facility of approximately 16 megawatts (MW).
DA 26/0352 currently has a deemed refusal status and is now subject to proceedings as per case number 2025/00448084 in the NSW Land and Environment Court which were initiated by the Applicant.
The conciliation in the Land and Environment Court proceedings relating to DA 26/0352 proposing the SQE2 gas-fired power plant and battery system at 30 Douglas Road is continuing. An update will be provided in mid-late June 2026.
