Section 10.7 Planning Certificate Application

Update: Planning Certificate applications will not be processed during the Council’s Christmas closure from 4.30 pm on Wednesday, 24 December 2025, until 8.30 am on Monday, 5 January 2026. Applications received during the closure period will be receipted on 5 January, and processing times will commence from that date. 

Fast Track applications will be unavailable from 12:00 pm on Monday, 22 December until 8:30 am on Monday, 5 January 2026.

Section 10.7 Planning Certificate Application

A section 10.7 planning certificate provides planning information on a single parcel of land (i.e. a single lot in a Deposited Plan [DP] or Strata Plan [SP]) and its development restrictions and potential. Section 10.7 certificates are issued by Council in accordance with the provisions of section 10.7 of the Environmental Planning and Assessment Act 1979 and Schedule 2 of the Environmental Planning and Assessment Regulation 2021.

There are two types of Section 10.7 Certificates

A standard section 10.7(2) certificate provides information as legislated by Schedule 2 of the Environmental Planning and Assessment Regulation 2021 and includes the zoning of the land; existing and draft state, regional and local planning controls; and other planning information applying to the land including heritage, flooding, contamination, mine subsidence, and whether it is bush fire prone.

An extended section 10.7(2) & 10.7(5) certificate provides the information included in a section 10.7(2) certificate, along with additional information provided at the discretion of Council.

A section 10.7 certificate must legally be attached to a contract for the sale of land. It is recommended that a section 10.7(2) & 10.7(5) certificate be applied for when purchasing land.

Section 10.7 certificate application, receipting and processing

A section 10.7 certificate can be applied for by filling in the online application form linked below. Multiple certificates (i.e. each being for a single lot in a Deposited Plan or Strata Plan) can be ordered concurrently.

A section 10.7 certificate normally takes up to 5 business days from confirmation of payment (receipting) to the issuing of the certificate by email. Receipting normally occurs by 10am the day following lodgement through the online portal, if lodged before 4pm. Certificates lodged after 4pm or overnight may not be receipted for one further day.

Certificates are issued by email to the applicant email address supplied in the application form.

Urgent certificates

Should a certificate be required urgently, Council offers a Fast Track Service for an additional fee. Fast Track applications will be processed by 12pm (noon) on the day of receipting (see previous section).
