Pipe Relining Equipment
The Sewer Main Upgrades and Renewals Programme works will commence with survey works on Monday, 12 January 2026, followed by construction work, which is estimated to be completed by Friday, 31 July 2026.


Interflow Pty Ltd and Infrastructure Renewal Services Pty Ltd have been contracted by Wingecarribee Shire Council to conduct upgrades and renewal of selected areas of the sewer network in Moss Vale and Bowral.

Background

Why is this construction work required?

Council monitors the condition of the sewer main infrastructure periodically. The condition assessment of recent studies have highlighted target areas of the network that require renewal due to significant degradation and even failure of the pipework. These defects can cause blockages in the network and lead to sewerage service disruptions. There are higher sewerage flowrates in certain areas due to our growing community, hence the pipes will also be up-sized at the time of renewal in this part of the network.

Because most of the targeted network upgrades are located in sensitive environmental locations such as private residential properties, Council has elected to use trenchless construction technology wherever possible. Trenchless construction techniques will minimise the impact of the construction footprint on the environment, and restoration to original, natural condition will occur quickly.

Work Phases

Phase 1 - Sewer main cleaning and CCTV condition assessment

This preliminary investigation will occur from 12 January 2026 to 13 February 2026 and will cover the entire target area of the renewal project in Moss Vale and Bowral.

This step precisely locates major defects in the old pipes to allow the construction team to make structural repairs ahead of the relining crew as required. 

Phase 2 - Pipeline renewal construction works

The construction phase may initially involve some excavation to make repairs to severely degraded pipes in select locations identified by the CCTV investigation.

The pipeline relining crew will be deployed to reline each segment of pipe once it is suitably prepared for the relining process.

The relining crew may move around in the target area of the sewer network to address pipe sections as they are prepared for this step.

Residents may see crews attend each site multiple times during the program to complete the relining process. This phase of construction is due to be completed by 31 July 2026.


Date of works:
 From Monday, 12 January 2026 to Friday, 31 July 2026, weather permitting.

Location: Selected areas of the sewer network in Moss Vale and Bowral

Time of work: 7.00 am - 5.00 pm weekdays and 9.00 am - 3.00 pm Saturdays

Description of works 

The activities associated with this work include the following two main phases:

• High-pressure water jet cleaning and Closed-Circuit Television (CCTV) inspection of the sewer mains
• Rehabilitation of the sewer mains

Council may need access to some private properties during these works. Affected residents will receive a notification in advance.  

Potential impacts on customers 

While every effort will be made to reduce impacts to residents and businesses,  the plant and equipment used for cleaning and renewing the sewer mains may generate some noise, odours, potentially dust, and involve additional heavy vehicle movements in the area. Council will work to minimise noise where possible. If the noise is unreasonably impacting your property, please contact us 24/7 on (02) 4868 0888 to let us know. This information will be passed onto the team in the field who will work to minimise the noise or reschedule works. 

During the cleaning phase in your area, we recommend keeping toilet lids closed with a small weight on the lid (around 2kg) while these works take place. Affected residents will be specifically notified the day before sewer main cleaning will occur at their property.

Entry to private property is Authorised by the Director Service and Project Delivery under the Local Government Act 1993 Section 199 – Authority to Enter Premises.
