The Financial Sustainability Advisory Committee (FSAC) was established by resolution of Council to support informed, evidence-based and community-focused consideration of financial sustainability matters and to foster constructive dialogue between Council and the community regarding long-term financial challenges and opportunities.
The Committee has no delegated authority and no authority to direct staff, incur expenditure or make decisions on behalf of Council.
The Committee's role is to provide advice and recommendations to Council through formally adopted minutes.
Council retains all decision-making authority in relation to matters considered by the Committee.
The Committee is established to support Council's Financial Sustainability Program and is not intended to duplicate the functions of the Audit, Risk and Improvement Committee or the formal decision-making role of Council.

Functions of the Financial Sustainability Advisory Committee include:
- review the outcomes of Council's Financial Sustainability community engagement program prior to consideration by Council
- review and provide feedback on Council's Long-Term Financial Plan scenarios and associated financial sustainability strategies
- review and provide feedback on the Draft Cost Containment and Productivity Plan, including progress against adopted initiatives
- consider financial sustainability risks, opportunities and assumptions
- review the Draft Operational Plan, Budget and updated Long Term Financial Plan and Asset Management Strategy prior to presentation to Council for public exhibition
- consider opportunities to improve Council's long-term financial sustainability consistent with Council's Community Strategic Plan and Delivery Program objectives
- provide recommendations to Council through Committee minutes.
The Committee shall comprise:
Voting Members
• Two (2) Councillors appointed by Council
• Three (3) independent community members appointed by Council
Non-Voting Members
• General Manager
• Chief Financial Officer
• Director Corporate Strategy and Resourcing (as required)
• Director Service and Project Delivery (as required)
• Director Communities and Place (as required)
• Manager Governance, Risk and Corporate Strategy (as required)
The Mayor may attend any meeting of the Committee and participate in discussions but shall not be a voting member unless appointed by Council as one of the Councillor representatives.
Additional Council officers or external subject matter experts may attend meetings at the invitation of the Chairperson in consultation with the General Manager, or the General Manager.

Council, at its meeting held on 19 August 2026, resolved to appoint the below independent community members:
- John Elvy
- Kylie Roberts-Frost
- John O’Neill
The Committee shall meet as required by Council resolution or at the request of the General Manager.
Additional meetings may be convened where required.
Meetings may be conducted in person or by approved audio-visual means
The Committee is established until 30 June 2028.
Councillor representatives remain members until Council resolves otherwise up until such time as the Committee term expires.
Independent members are appointed for the duration of the Committee unless they resign, are unable to continue in the role, or Council resolves otherwise.
Council may dissolve the Committee at any time by resolution.
