Wingecarribee Shire Council wishes to advise that due to the current COVID-19 situation, Council Meetings will be held remotely with a live stream broadcast to Council’s Facebook page.
The General Manager, Mayor and essential staff will conduct the meeting from Council’s Moss Vale Civic Centre.
Members of the public who register for public forum or visitor items have the option to join the meeting via video conferencing or prepare a written submission to be read at the meeting.
Meetings are live streamed (excluding closed sessions) via the internet in accordance with Council's Code of Meeting Practice, a copy of which is available here.
Residents are encouraged to watch the live stream on Council’s Facebook Page at www.facebook.com/WingecarribeeShireCouncil.
Residents without access to Facebook can watch the recording a few days later via Council’s YouTube channel.
Members of the public are able to address Council during the Public Forum, about a Visitor Item or in relation to a proposal to close part of a meeting to the public.
Applicants to speak are required to sign a declaration that includes acknowledging that Council is legally required to live stream its meetings and consenting to their image and address being publicly broadcast.
Applicants are also required to undertake that if approved to speak they will not make any defamatory comments or imputations, and that they agree to indemnify Council in respect of any defamatory statements or imputations they make.
Members of the public are able to address Council via Public Forum participation.
To participate, submit a Public Forum Application Form (available below).
The form must be received by Council no later than 4.30pm two business days prior to the meeting. This will generally be on the Monday in the week of the Council meeting.
To ensure an equal opportunity for members of the public to apply to speak, the form will only be accepted for consideration after the relevant Council meeting agenda is published on Council’s website.
Members of the public may apply to speak on any one (1) item of business with the exception of visitor items. Presentations by members of the public are limited to five (5) minutes duration each and are restricted to one (1) speaker 'for' and one (1) speaker 'against' on an item of business with a maximum of four (4) speakers per meeting in total.
The General Manager or their delegate may refuse an application to speak at the Public Forum.
If the General Manager has determined that a development matter is considered to be a Visitor Item, the applicant and those who have made a submission will be invited to apply to speak in relation to that Visitor Item. The relevant application form will be included with the invitation.
The declaration of a matter as a Visitor Item shall allow a maximum of two (2) speakers (one in favour, one opposed) to nominate to address Council on the item prior to entering debate. Speakers are limited to five (5) minutes duration each.
The determination as to who shall speak will be at the discretion of the General Manager in preparation of the meeting agenda.
Where the matter has been identified in the agenda of the meeting as a matter that is likely to be considered when the meeting is closed to the public, in order to make representations members of the public must first make an application to Council in the approved form (available below).
The form must be received by Council no later than 4.30pm two business days prior to the meeting. This will generally be on the Monday in the week of the Council meeting.
No more than two (2) speakers are permitted to make representations on a proposal to close part of a meeting to the public, and each speaker is limited to one (1) minute.
The General Manager or their delegate may refuse an application to speak.
