The Local Transport Forum (LTF) is established to provide advice to Council, or its sub-delegate, on proposed changes to the transport network which would have a significant impact on road users.
The functions of the Local Transport Forum are as per the Transport for NSW (TfNSW) ‘Guide for Councils using the Authorisation and Delegation Instrument August 2025’.
The Local Transport Forum has been renamed from the Local Traffic Committee, and is not a committee as defined and understood in the Local Government Act 1993.
The change of name reflects its function and focus as an advisory body dedicated to technical advice, information sharing, and coordination on matters related to transportation, movement, and accessibility. It is not an approval body, nor does it make decisions.
It is the responsibility of Council to convene the meetings of the Local Transport Forum. The Council representative within the Local Transport Forum is the Manager Assets, and the meetings will be chaired by the Senior Traffic Engineer.
Standing meeting invites are issued to:
- Transport for NSW (TfNSW)
- NSW Police
- State Member for Goulburn
- State Member for Wollondilly
- Public passenger services of:
- Berrima Buslines
- Southern Highlands Taxis, Hire Cars and Coaches
Invites to other advisors may be made at the discretion of the Senior Traffic Engineer.

Functions of the Local Transport Forum include:
- Collaboration between agencies involved in transport management
- Advice on street design, infrastructure and traffic control facilities
- Coordination of planned events and activities
- Advice and information sharing on transport plans, policy and management
- Ensuring a public record of decisions relating to roads and streets
There is no voting at the Local Transport Forum. Members and attendees are to provide advice in good faith, share information, and coordinate activities and plans.
Council is obliged to consider any advice provided by the Local Transport Forum, but any decisions and the exercise of an authorised or delegated function itself is the sole responsibility of Council, regardless of the advice of the Local Transport Forum.
If an event will impact the local road network, a Traffic Management Plan (TMP) must be prepared by the Event Organiser and approved by Council.
The TMP will typically describe all relevant aspects of the traffic management and include Traffic Guidance Schemes that show the layout of the traffic control. The TMP and other relevant documents will need to be sent to mail@wsc.nsw.gov.au with a request to be forwarded to the Senior Traffic Engineer.
If the TMP relates to an event that is:
- Longer than 24 hours, then it must be reviewed by the Local Transport Forum (LTF)
- Less than 24 hours, then review by the LTF is not required and determination can be made by Council alone.
Notification of events and all required documentation should be provided to Council 3 months prior to the event taking place.
Event managers and traffic management providers should initially contact Council’s Senior Traffic Engineer to discuss the proposed event to understand the approval process and any local traffic management concerns.
Please note that the subsequent implementation of an approved Traffic Management Plan will require a Section 138 Approval – see link below.
Consent for Works and Structures in or on a Public Road (Section 138) | Wingecarribee Shire Council
The Section 138 Approval is separate from the LTF review and delegated authority approval. The LTF approval and delegated authority approval is an approval of the TMP. The Section 138 Application provides approval to implement the TMP on a road reserve.
State Roads
Traffic Management Plans that are to be implemented on a State Road under the control of Transport for NSW will require a Road Occupancy Licence. Council cannot approve traffic management on a State Road. A link to the TfNSW Road Occupancy Licence application is below,

Event managers and traffic control providers are advised to contact NSW Police and TfNSW to discuss any further requirements or approval processes they may have at least 3 months before the proposed event.

The meetings of the Local Transport Forum will be conducted as described below:
- Public Meeting – open to public attendance and is livestreamed
- Held in the Council Chambers and community members can register to make a presentation on agenda items.
- Forum Discussion – closed to public attendance and is not livestreamed
- The Forum members will retire to a meeting room for closed discussion on the agenda items.
- Forum Determination – open to public attendance and is livestreamed.
The Forum members return to the Council Chambers, and the meeting chair will read out the finalised recommendations for each item.
The livestream recordings will be available for viewing on Council’s website within the week following a Forum meeting.
Registration to present at Forum meeting is available via Council’s website and will be open one week before the Forum meeting date.
