Community Strategic Plan - Wingecarribee 2031


The Community Strategic Plan (CSP) reflects the community’s aspirations and needs for the future. Wingecarribee Shire’s CSP, known as Wingecarribee 2031, is informed by relevant information relating to five key areas – Leadership, People, Places, Environment and Economy. Addressing these areas in an integrated manner, the CSP is developed with a holistic view ensuring that a variety of issues and challenges impacting on the local government area and the community are considered.

Operational Plan 2019/20 & Delivery Program 2017-2021

Council’s Operational Plan contains a number of projects, programs and activities (annual deliverables) covering the five key themes outlined in the Community Strategic Plan – Wingecarribee 2031 (CSP). The Operational Plan 2019/20 demonstrates how Council will meet the commitments outlined in the Delivery Program 2017-2021 during the 2019/20 financial year and in turn seeks to achieve the broader goals outlined in the CSP.

Open Space Review & Long Term Strategy

Strategy for the long-term planning of the Shire’s open space areas which include formal floral gardens, recreation facilities, sports fields, passive recreation areas, and neighbourhood parks for social interaction.

South East & Tablelands Regional Plan

The Department of Planning and Environment has endorsed the South East and Tablelands Regional Plan 2036 which replaces the Sydney Canberra Corridor Regional Strategy 2031. The Regional Plan provides a planning blueprint for the next two decades.


In addition to Wingecarribee Shire, the South East and Tablelands Region comprises the following Local Government Areas - Bega, Eurobodalla, Goulburn-Mulwaree, Hilltops, Queanbeyan-Palerang, Snowy Monaro, Upper Lachlan and Yass Valley.

Town Centre Master Plans

The master plans are high level plans designed to provide a coordinated approach to future development. Master Plans contain a series of illustrations and explanatory text to specify the planning principles and controls within a particular area as a whole. Their intent is to guide landowners, government and the community on how public areas and assets can be improved and where development should occur.

Wingecarribee Regional Economic Development Strategy 2018-2022

The Regional Economic Development Strategy articulates a framework for identifying actions crucial to achieving an economic vision for the region.


The strategy should be viewed as the first stage of a process that will assist those with an interest in the economic development of the region, particularly councils, communities and local businesses, in planning their future economic activities.
