Overview

We're excited to be the first Council in the state to implement a digital planning assistant to support our residents with planning and preparing residential DAs.

Meet DAISY (Development Application Information System) Council's new generative AI (artificial intellegence) driven chatbot who will pop-up on our website when you view any of the Plan and Build webpages. DAISY is designed to help you understand and prepare for residential development applications (DAs).

Our new digital planning assistant, DAISY, is a type of generative AI. This means it can create new content, like text, in response to your questions. However, because DAISY is still learning, it might not always have the perfect answer right away.

Think of it like a new student. They have a lot of information, but they get better and more accurate with experience. Similarly, DAISY will learn and improve over time as more people interact with it. The more you use DAISY, the smarter and more helpful it will become!

DAISY is available 24/7 and provides general guidance on planning requirements—saving you time, reducing confusion, and helping you feel more confident as you begin the application process.

What Can DAISY Help With

  • Explaining residential planning rules.
  • Identifying which documents are required for your application.
  • Validating documents you’ve uploaded.
  • Generating a pack ready for submission to the NSW Planning Portal.
  • Answering general questions about Local Environmental Plans (LEPs), Development Control Plans (DCPs) and other planning policies.

What DAISY Can't Do

  • Make final decisions about your development application – this remains the business of Council Planning Staff.
  • Submit your application for you – All submissions must be made via the NSW Planning Portal.
  • Track the status of submitted DAs – Use the NSW Planning Portal or visit Council’s Application Tracker page
  • Provide advice on complex or non-residential developments – it’s new tech, later versions may be able to provide this information.

When you log in to DAISY, you can:

  • Save your progress and return later
  • Receive more tailored guidance
  • Access a checklist of required documents
  • Upload and validate your documents

DAISY stores your information securely and complies with Australian privacy laws.

Tips for Using DAISY

  • To get started you'll need to enter your address, then you can ask DAISY questions.
  • Make sure you’re clear on what type of residential development you’re planning.
  • Prepare your documents in advance.
  • Keep your NSW Planning Portal login handy.
  • Remember to double-check any critical information with Council.

How was DAISY funded?

We received grant funding for DAISY digital planning assistance as part of the Early Adopter Grant Program through the Department of Planning, Housing and Infrastructure. This allowed us to create this product through a collaboration led by ADAPTOVATE, partnering with GADALI and built on the Enterprise AI platform.

Can DAISY make mistakes?

Yes. DAISY provides general advice and may not always be accurate or up to date. Users should verify important information with the council or consult official sources.

 

Can DAISY make final decisions on applications? 

No. DAISY offers guidance, but all final decisions regarding Development Applications are made by Council planning staff.

 

Does DAISY store user information? 

DAISY securely stores user-entered data in compliance with privacy laws, enabling users to return and continue their application process later.

 

Where does DAISY get its information? 

DAISY references NSW state planning laws and local council regulations, including LEPs and DCPs, to provide guidance.

 

Can DAISY track the status of a DA application? 

No. DAISY does not integrate with tracking systems. Users should check the NSW Planning Portal or Council DA Tracker for status updates post lodgement.

 

How do users start a new application in DAISY?

They can select "New Application" from the dropdown in the top right corner of the DAISY interface.

 

Can DAISY submit a DA application?

No. DAISY assists with preparation, but submissions must be completed through the NSW Planning Portal.

 

What happens after documents are uploaded to DAISY?

DAISY checks that the document uploaded is the document being requested, then allows users to download them in the correct format for DA lodgement.

 

Is DAISY free to use? 

Yes. DAISY is a free service provided by the council to assist the community.

 

Is DAISY available 24/7? 

Yes. DAISY can be accessed at any time via the Council website.

 

How can users provide feedback about DAISY? 

Feedback can be submitted through a form in the DAISY interface or by contacting the Council.

 

I'm having trouble logging in—what do I do?

Why do I need to log in and what happens when I log in? 

When you log in, we can help you with more specific tasks— specifically identifying your application type, the documents you'll need for the application, and validating that you have the correct documents.

What does "Sometimes Required Documents" mean? 

These documents may be required depending on the type of development and the specifics of your DA. Consult with Council to see if they are required for your application.

 

What does "Validated Documents" mean? 

Validated means that DAISY has confirmed that the document you have input is what you identified it as.

 

 

What if I uploaded the wrong document? 

You can delete or replace any document before downloading your final pack. DAISY will revalidate the updated documents once uploaded.

 

Which types of developments can DAISY help with? 

DAISY can help with residential developments only.

 

Can I save my progress and come back later?

Yes. If you're logged in, DAISY will save your progress automatically so you can return to your application later.
