Planning Proposals on Public Exhibition

A Planning Proposal is the mechanism by which the Wingecarribee Local Environmental Plan 2010 can be amended.

Important: Submissions made in writing outside NSW Planning Portal

The preferred method to make a submission for or against a Planning Proposal is via the NSW Planning Portal website exhibition page. However, you may choose to make your submission in writing (via email, letter, or hand-delivered letter in person to the Civic Centre). Submissions made this way must also include a signed copy of our Political Donations and Gifts Declaration Form(PDF, 109KB) with your submission.

If you also answer YES on the Political Donations and Gifts Declaration Form, you will also need to complete and include our Political Donations and Gifts Disclosure Statement(PDF, 357KB) with your submission.

Exhibition of Planning Proposal - PP-2025-1745 to amend the Wingecarribee Local Environmental Plan 2010 to permit secondary dwellings with consent in the R2 Low Density Residential zone and to list closure of a Council road as exempt development 

On 20 August 2025, Council resolved to proceed with the above Planning Proposal. On 16 September the NSW Department of Planning Housing & Environment issued a Gateway Determination to progress the Planning Proposal to public exhibition. The Proposal is now exhibited in accordance with the Gateway requirements and submissions sought from the community.

EXHIBITION DATES: The Planning Proposal is on public exhibition for a period of 30 days from Monday 17 November to Tuesday 16 December 2025. 

LEARN MORE: The Planning Proposal and associated documentation may be viewed on the NSW Planning Portal at https://www.planningportal.nsw.gov.au/ppr/underexhibition/pp-2025-1745 or on Council’s website. Printed copies of documents are available at the Civic Centre between 8.30am and 4.30pm Monday to Friday during each week of the exhibition period, as well as at Council’s libraries.

MAKE A SUBMISSION: Submissions (these can be an objection, to support or to make a comment) must be made in writing and lodged as follows:

  • Via the public exhibition page on the  NSW Planning Portal (Preferred method)
  • By mail to Wingecarribee Shire Council, PO Box 141, Moss Vale NSW 2577
  • By email to mail@wsc.nsw.gov.au
  • By hand to the Civic Centre at 68 Elizabeth Street, Moss Vale, during business hours. 

All submissions must be received by Council before 4.30pm on Tuesday 16 December.

Please note:If you are making a submission in writing or via email you must complete and include a copy of ourPolitical Donations and Gifts Declaration Form(PDF, 109KB) and include this signed declaration form with your submission.If you answerYESto on the Political Donations and Gifts Declaration Form you will need to also completeour Political Donations and Gifts Disclosure Statement(PDF, 357KB) and include this completed form with your submission.

All submission makers will be notified when the Planning Proposal is being reported back to the Wingecarribee Local Planning Panel and to Council with details of how you can speak to the matter if you wish to do so. Submissions may be viewed by a third party and will be reported to Council, although they will be redacted beforehand (i.e. all identifying features removed).

Council has been granted delegation to exercise its local plan-making authority functions in relation to this Planning Proposal.
