Building Information Certificate Application

Use this form to apply for a Building Information Certificate (BIC) under Section 6.23 Environmental Planning and Assessment Act 1979

Often a BIC is requested when work is undertaken without the appropriate approvals being issued.  This could mean that either a structure was not approved that should have been or that it was approved but did not have all or some of the critical inspections completed. 

As part of your application you will be required to submit the following:

  • An original or certified copy of an identification survey if it is related to residential zoned land.  For land situated in other zones you may be required to provide a survey report. The survey report and plan must represent the property and buildings as existing at the time of lodging the application.
  • Additional information or approvals may also be requested before the BIC is issued to allow Council to assess the application (including; development application / consent for the use of the building, building plans, specifications and compliance certificates).

Step 2.Pay the fee

A fee is payable with this application. Customer Services will contact you over the phone to obtain payment by credit card. A 1% surcharge will apply. 

If it is a residential application a standard fee will apply, however, if the works have been conducted within the last 2 years, without the appropriate council approval you may be liable to pay for development application and construction fees as per Council's adopted fees and charges.  Commercial applications are charged at a per square metre rate and may also be subject to additional fees for illegal works. 

Step 3.Assessment

One of Council's Accredited Certifiers will contact you to arrange an inspection as part of this assessment. 

Step 4.Processing time

Processing time will depend on the development.

Step 2.Visit our offices

Visit our Civic Centre between 8.30am and 4.30pm weekdays to finalise your request and pay for your registration.

Step 3.Pay the fee

A fee is payable with this application. Please pay at our Customer Service cashiers counter. We accept cash, credit card, EFT, or cheque.  Please note that a 1% surcharge will apply for credit card payments.
