Council policies explain the way we work and make decisions and updated on a two or four year cycle. Our current policies are available below.

The Property Investment Policy was adopted by Council on 15 February 2023.

The objectives of the policy are;

  • to comply with the legislative requirements and regulations relevant to the management of Council's strategy for revenue growth
  • to maximise earnings, through the creation of a diversified Property Investment Portfolio, for the sole purpose of investment, to contribute towards Council's long-term financial sustainablity.

The Volunteer Management Policy was adopted by Council on the 16 April 2025.

The objective of the Policy are to:

  • Provide an overarching framework for consistent volunteer management across all Council business units for formal volunteering activities and events
  • Establish a best practice approach to recruiting, training and managing volunteers across all areas and activities of Council
  • Detail opportunities for community members to participate in Council programs or services as volunteers • Provide an approach that promotes volunteers being treated ethically and with equity, fairness and respect
  • Promote the health, safety, and wellbeing of volunteers while undertaking volunteering activities in the Workplace

If you have a complaint about the conduct of a Councillor, staff member, or committee member, and believe the Code of Conduct has been breached, complete and submit a Code of Conduct Complaint Form.

You should provide clear information about the reason for your complaint including who was involved, what happened, and when and where (time, date and place) it happened. You should also include evidence to support your complaint.

The Provision of Water and Wastewater Services: Existing Lots Policy was adopted by Council on the 19 June 2024.

The objectives of this policy are to:

  • Clearly communicate the requirements for the provision of water and sewerage services, including water and sewer service connections, water meters and associated water and sewer main extensions, to the public
  • Ensure consistency and fairness when dealing with applications for the provision of water and sewer services
  • Ensure compliance with Local Government Act 1993

The Loan Borrowings Policy was adopted by Council on the 23 May 2018.

The objectives of this policy are to: 

Ensure that the use and management of Council borrowings:

  • Complies with the Ministerial Revised Borrowing Order dated 13 May 2009;
  • Is undertaken with due regard for Council’s role as a custodian of public funds;
  • Is undertaken with the care, diligence and skill that a prudent person would exercise in managing the affairs of other persons; and
  • Complies with Council’s overall risk management philosophy.

Council’s power to borrow funds arises from Section 621 of the Local Government Act 1993. As a custodian of public funds, Council must exercise the reasonable care and diligence that a prudent person would exercise when borrowing funds.

Council recognises that loan borrowings for infrastructure are an important funding source for local government and that the full cost of funding infrastructure works should not be borne entirely on present-day ratepayers, but also future ratepayers who will also benefit from the use of the funded infrastructure.

This policy provides a framework for Council to borrow funds while ensuring the ongoing financial viability of Council; by not permitting overall borrowings to extend Council beyond its ability to meet future repayments and budgetary obligations.

The Councillor and Staff Interaction Policy was adopted by Council on 7 August 2024.

The objectives of this policy are to: 

  • To establish positive, effective and professional working relationships between councillors and staff defined by mutual respect and courtesy
  • Enable councillors and staff to work together appropriately and effectively to support each other in their respective roles
  • Ensure that councillors receive advice in an orderly, courteous and appropriate manner to assist them in the performance of their civic duties
  • Ensure councillors have adequate access to information to exercise their statutory roles
  • Provide direction on, and guide councillor interaction with, staff for both obtaining information and in general situations
  • Maintain transparent decision making and good governance arrangements
  • Ensure the reputation of Council is enhanced by councillors and staff interacting consistently, professionally and positively in their day-to-day duties
  • Provide a clear and consistent framework through which breaches of the Policy will be managed in accordance with the Code of Conduct.

The CCTV and Portable Surveillance Cameras in Public Places Policy was adopted by Council on the 17 July 2024. 

The objectives of this policy are to: 

  • Provide guidance on the lawful and effectual management and operation of CCTV and Portable Surveillance Devices owned and operated by Wingecarribee Shire Council;
  • Outline the laws and regulations governing Privacy and access to Recorded Material from CCTV and portable surveillance devices;
  • Ensure all Recorded material is retained and handled in accordance with this policy and procedures in Council's Record Management Systems; and
  • Outline the application process for the release of Recorded Material; and
  • Complaint management.

The Asbestos Management Policy was adopted by Council on the 21 April 2021.

The objectives of this policy are to:

  • Outline the role of Wingecarribee Shire Council (Council) and other organisations in managing and regulating asbestos; and
  • Provide a framework for managing asbestos within Council’s operations.

The Stormwater Management Policy was adopted by Council on 16 November 2022.

Council manages and maintains drainage infrastructure assets to provide the community with a safe and reliable stormwater network. The objectives of the Stormwater Management Policy are to provide clarity on:

  • Definitions of the stormwater network
  • Different types of flooding that can experienced.
  • What are responsibilities of Council, developers and property owners

And in doing so:

  • Ensure consistency and transparency when managing stormwater 
  • Adopt and implement a standard for stormwater management, and
  • Minimise any disagreements between stakeholders.

The Community Engagement Policy was adopted by Council on 19 April 2023.

The objectives of the policy are;

  • to express Council's commitment to engaging with the community and stakeholders on matters that affect them 
  • improve understanding of community and stakeholder engagement
  • outline how community engagement is integrated into Council activities in order to support decision making and strengthen relationships.
