Planning Proposal - Aitken Road, Bowral - Heritage
 

The NSW Department of Planning, Industry and Environment (NSWDPIE) has issued a Gateway Determination to progress a Planning Proposal to amend Wingecarribee Local Environmental Plan 2010 to add a new heritage item (comprising three properties) in Aitken Road, Bowral, and a new heritage conservation area in Aitken and Kangaloon Roads, Bowral.


The proposed heritage item comprises nos. 25-27, 33-37 and 39-41 Aitken Road and will be called the Aitken Road Interwar Housing Group. The proposed heritage conservation area comprises nos. 12-30 & 25-43 Aitken Road and nos. 56, 58 and 60 Kangaloon Road and will be called the Aitken Road Conservation Area.


The Planning Proposal is on public exhibition from Wednesday 15 January to Friday 14 February 2020 at Council's Civic Centre, 68 Elizabeth Street, Moss Vale. Copies of the exhibition materials can viewed here and can also be viewed at the Libraries during advertised opening hours during the exhibition period.

It is noted that Wingecarribee Shire Council is NOT authorised to exercise the functions of the Minister for Planning under section 3.36 of the Environmental Planning & Assessment Act 1979 with regard to this Planning Proposal.

Draft Bonds Policy

The purpose of the draft policy is to:


  • Provide guidance on the acceptance of bonds and guarantees associated with development;
  • Outline the scenarios in which security bonds will be accepted by Council;
  • Comply with the requirements of Section 4.17(6) and also 6.15 of the Environmental Planning and Assessment Act 1979.

The draft policy will be on public exhibition between Wednesday 4th December 2019 and Tuesday 4th February 2020 and can be viewed here:

Seymour Park Masterplan

Moss Vale's well-loved Seymour Park is the focus of a new Masterplan and input from the community is being sought to finalise the plan as well as gather support for grant applications.
Seymour Park is a popular location for picnics, off-leash dog fun and other recreational pursuits but its playground is 23 years old! Set on over 5 hectares on the corner of Spencer and Lovelle Streets in Moss Vale, many residents travel across the Shire to enjoy its established trees and expansive spaces.


The Masterplan outlines a number of staged improvements including formalising of the existing car parking area, two accessible parking spaces, a new playground, nature play area, picnic tables, new amenities building with one accessible and one ambulant cubicle, the removal of the existing playground, demolition of existing amenities block and expansion of the off-leash dog area.

Draft Cemetery Policy

Council has developed a draft Cemetery Policy and is seeking feedback. The policy provides guidelines for anyone working at or visiting cemeteries and will guide the way Council maintains and administerscemeteries.

Lease to Southern Highlands Botanic Gardens 

Council has formally resolved to consider granting a new Lease to Southern Highlands Botanic Gardens for the occupation of the Botanic Gardens site at 1 Old South Road, Bowral being Lot 1 in Deposited Plan 1231536 for a term of twenty one (21) years. The current twenty one (21) year Lease which Council previously approved, will be terminated. The purpose of the Lease is to establish, construct, operate and maintain the Botanic Gardens. 

In accordance with sections 46 & 47 of the Local Government Act 1993. Council gives notice of its intention to issue a Lease over Lot 1 in Deposited Plan 1231536 being 1 Old South Road, Bowral for a period of twenty one (21) years. The Lease is on the same terms and conditions as the previous 21 year Lease.

Proposed Road Closing Under Section 38B Roads Act 1993 of Part Road Reserve Corner Queen Street and Gladstone Road Bowral

In pursuance of the provisions of the Roads Act 1993, notice is hereby given that Wingecarribee Shire Council proposes to close the Council Public Road in schedule 1:

  • Part Road Reserve, Corner Queen Street and Gladstone Road, Bowral.

Upon closure of the road reserve, Council intends to transfer the land to the adjoining land owner to rectify an encroachment of retaining walls into the road reserve.

From 1 October 2008 the Environmental Planning and Assessment Act 1979 requires the disclosure of political donations and gifts when making submissions in respect of planning matters. 

Include Form 1 with your submission, even if your answer on that form is 'no'. If your answer is 'yes', you will also need to complete and lodge Form 2 with your submission.
