Bushfire Attack Level Certificate Application

Use this form to determine the Bushfire Attack Level (BAL) of subject land for a proposed development pursuant to State Environmental Planning Policy (Exempt and Complying Development Codes) 2008.

Bushfire Attack Level (BAL) is a means of measuring the severity of a building’s potential exposure to ember attack, radiant heat and direct flame contact from a bushfire.  The BAL is used to establish the requirements for construction (under the Australian Standard AS 3959-2009 Construction of Buildings in Bushfire Prone Areas), and may be required for your Development Application or Complying Development Certificate

You will need to submit a dimensioned Site Plan that includes the location of the proposed development in relation to the allotment boundaries.

Step 2.Pay the fee

A fee is payable with this application. Customer Services will contact you over the phone to obtain payment by credit card. A 1% surcharge will apply. 

Step 3.Assessment

One of Council's Accredited Certifiers may be in contact with you to arrange an inspection as part of this assessment. 

Step 4.Processing time

Processing time will depend on the development.
