Cemetery Masterplans

Cemetery Masterplans are high-level strategic documents that guide the future development, management, and enhancement of cemetery sites. They provide a coordinated approach to planning, using illustrations and explanatory text to outline key principles and controls across each site.

The intent is to support interment right holders, staff, contractors, and the broader community by:

  • Maximising interment capacity through efficient and respectful spatial planning;
  • Promoting sustainable practices in cemetery design, maintenance, and operations;
  • Creating accessible, welcoming spaces for all members of the community to visit, reflect, and remember loved ones.

Council’s commitment to improving cemetery services began with the adoption of the Wingecarribee Cemeteries Strategic Plan in 2014, which provided overarching direction for cemetery management across the Shire. Most recently, on 15 October 2025, Council adopted a revised Cemetery Policy(PDF, 599KB) along with masterplans for Bowral, Berrima, and Bundanoon Cemeteries, ensuring a consistent and thoughtful approach that reflects community needs and values.
