Planning Proposal - Church Avenue Colo Vale

PUBLIC HEARING: A Public Hearing was held for this Planning Proposal on 18 March 2015. 


The report prepared by the independent facilitator for the public hearing is provided below.


PURPOSE: The purpose of the Planning Proposal is to amend Schedule 1 of the Wingecarribee Local Environmental Plan 2010 to permit consideration of development for the purpose of a Highway Service Centre and Hotel or Motel Accommodation on Part of Lot 2 DP 1010179, 1-9 Church Avenue Colo Vale. 


OBJECTIVES OR INTENDED OUTCOMES: To permit development of part of the site for the purpose of a 'Highway Service Centre' and 'Hotel and Motel Accommodation'.

BACKGROUND: The Joint Regional Planning Panel (JRPP) recommended the Department of Planning and Environment (DP&E) support the Planning Proposal to permit a Highway Service Centre and Hotel or Motel Accommodation on Part of Lot 2 DP 1010179, 1-9 Church Avenue Colo Vale. The report of the JRPP (see below) recommended that the Planning Proposal proceed to Gateway Determination (see also below), excluding the retail component and subject to the proponent satisfactorily addressing access issues raised by the Roads and Maritime Services (RMS) during assessment of the Planning Proposal at the JRPP Hearing. 


A Gateway Determination has been issued by the DP&E permitting the Planning Proposal to proceed to public exhibition.

The access issues raised during the JRPP Hearing have been addressed by the proponent to the satisfaction of the RMS.

EXHIBITION DATES: 12 November to 12 December 2014.

The Gateway Determination was issued with the notification that Wingecarribee Shire Council is authorised to exercise the functions of the Minister for Planning under section 59 of the Environmental Planning and Assessment Act 1979 that are delegated to it by instrument of delegation dated 14 October 2012 in relation to the following Planning Proposal:

PP_2014_WINGE_002_00 - Planning Proposal to permit a Highway Service Centre and Hotel and Motel Accommodation on land at 1-9 Church Avenue, Colo Vale.
