Heritage Items Planning Proposal


The primary purpose of the Planning Proposal is to list new places as heritage items within the Wingecarribee Shire.

Objectives or Intended Outcomes:

The Planning Proposal aims to add 83* new heritage items to the Environmental Heritage schedule (Schedule 5) of the Wingecarribee Local Environmental Plan (WLEP) 2010. However the Planning Proposal also amends two other items in the heritage schedule and removes a further item listed in error.

*Please note - for those that received a notification letter, this letter stated 84 new items.  The Planning Proposal adds 83 items but the Berrima Internment Group appears as a general item and an archaeological item and was inadvertently counted twice, accounting for this discrepancy.

Land Affected:

This Planning Proposal relates to 83 sites in the towns, villages and localities of Alpine, Avoca, Berrima, Bong Bong, Bowral, Bundanoon, Burradoo, Burrawang, Exeter, Glenquarry, High Range, Hill Top, Kangaloon, Mittagong, Moss Vale, Penrose, Renwick, Robertson, Sutton Forest, Wildes Meadow and Wingello.

Current Status: 

The Planning Proposal was placed on public exhibition from 15 July until 14 August 2015 and a report to Council on the results of public exhibition (including submissions) was considered by Council on 22 June 2016 (see Agenda and Separate Attachments) where an amended version of the Planning Proposal was adopted.  This amended Planning Proposal will form the basis for an amendment to the WLEP 2010, which is currently being prepared. It is anticipated that this amendment will be finalised by the end of March 2017. 


Several years ago, Council commissioned heritage consultants to undertake an assessment of over 700 identified properties for potential heritage listing.  Of that original list, around 390 items were recommended to be heritage listed.  In 2012, Council commenced consultation with the owners of these recommended properties and the results of these consultations were reported to Council on 28 November 2012.  Council resolved to proceed with the listing of a number of these proposed heritage items which resulted in the preparation of the Heritage Items Planning Proposal in 2014 for which initial endorsement was given by the Department of Planning and Infrastructure to proceed to public exhibition.

Public Exhibition:

Public exhibition of the Planning Proposal was conducted from 15 July until 14 August 2015.

Submissions to the Planning Proposal were invited as part of the public exhibition process and closed on 14 August 2015.  The submissions were evaluated as part of the report back to Council on 22 June 2016.

Written Authorisation to Exercise Delegation:

The Gateway Determination was issued with the notification that Wingecarribee Shire Council is authorised to exercise the functions of the Minister for Planning and Infrastructure under section 59 of the Environmental Planning and Assessment Act 1979 that are delegated to it by instrument of delegation dated 14 October 2012 in relation to the following Planning Proposal:

PP_2014_WINGE_009_00 - Planning Proposal to insert 84 new heritage items, amend 2 existing heritage items and delete 1 heritage item from Schedule 5 and the Heritage Maps of the Wingecarribee Local Environmental Plan 2010.
