Big Changes for Wingecarribee's Resource Recovery Centre

RESOURCE RECOVERY CENTRE WEIGHBRIDGE PROJECT
Second Weighbridge:
The Resource Recovery Centre (RRC) has introduced a second weighbridge to improve the traffic flow into and out of the centre, reduce delays and increase the accuracy of disposal charges and data collection. In addition to the new weighbridge, the software for the Weighbridge has been updated and a new system is being introduced. This system will make it easier for customers to check-in to the centre, but like all changes, it may take a little time to get used to. Here are some of the reasons why the RRC has installed a second weighbridge and upgraded its software:
- Only one weighbridge means inbound traffic must be stopped as vehicles are weighed out, creating queues
- Increased traffic volumes in recent years means that even more traffic delays would be expected with only one weighbridge
- A new weighbridge and new software system means better traffic flows and fewer delays
- New software was necessary as the old software, once ‘state of the art’ was reaching its limits
- The fairer system of weigh-in and weigh-out enables more accurate readings of material weights
- Better customer service
- Reducing safety issues caused by vehicles exiting over the only weighbridge
- Back-up in the event that one weighbridge is out-of-service
Fees and Charges from 1 July 2009:
Increases:

· Inert Waste 22%
· Sorted Waste Around 10%
Remaining Free:
· Whitegoods
· Recyclable metals
· Sorted:
o Paper/cardboard
o Steel & Aluminium Cans
o Glass Bottles & Jars
· Re-usable items accepted by the Reviva Shop
Why?
Council understands that customers need an explanation when our charges increase and so we have outlined the main reasons for our price increase for 09/10 below:
- Increase in the NSW Government levy on material going to landfill. This levy is designed to discourage the use of landfills and generation of associated Greenhouse Gases. The levy has increased by 32% for 2009/10.
- Increased operational and fuel costs. Rising fuel costs are affecting businesses all over the world, the RRC is no exception, particularly as we rely on machines and trucks in our operation. The resource recovery operations at the RRC are mainly funded through gatehouse fees, like a cost-neutral business unit, so there is no other way to cover these costs than through disposal charges and product sales.
- Sorted waste charges have not changed for the past 4 years. The 10% rise reflects both: increased costs (for the processing of the material) and reduced market value for commodities (a symptom of the recession)
However, sorted waste is still charged at a lower rate than mixed waste and we are as committed as ever to maximising recovery of local materials and producing quality local products.
