Cities for Climate Protection (CCP)

CCP is a program delivered by International Council for Local Environmental Initiatives (ICLEI) in collaboration with the Australian Greenhouse Office and is aimed to help local governments and their communities to reduce greenhouse gas emissions and their impact on the environment.

The CCP program is arranged around the achievement of 5 milestones which are… 

Milestone1        Inventory of greenhouse gases.

Council completed an inventory of greenhouse gas emissions as well as a forecast in 1996. These figures are included in the State of the Environment Reports. 

Milestone 2       Setting of goals and targets

Council has adopted a Greenhouse Gas Emissions Reduction Goal of a 20% reduction in corporate emissions on 1996 levels by 2010, and a 20% reduction in Community emissions on 1996 levels by 2010. The CCP goal demonstrates a strong commitment from council, and will raise community awareness about greenhouse issues. There arealso economic benefits for Council through ensuring efficient energy management and reducing corporate costs. 

Milestone 3       Greenhouse Gas reduction strategy in place

Council has adopted a Greenhouse Gas Reduction Strategy. This Plan forms the ‘blueprint’ for Wingecarribee Shire Council’s approach to reducing greenhouse gas emissions and energy costs in both its own operations and across the Shire. The Plan lists the prioritized Actions Council intends to implement over coming years to bring about a reduction in greenhouse gas emissions. The Plan is to be revised and updated every year as Actions are completed and new Actions are scheduled for implementation. It is intended to utilise Grants and similar sources of funding as much as possible to implement the actions proposed in the action plan. As the energy savings will usually result insavings to energy costs as well, it is hoped that initial savings can be reinvested into further actions. 

Milestone 4       Implementation of action plans

To achieve this Council has implemented and then quantified actions from its Greenhouse Gas Local Action Plan. Quantification includes greenhouse gas reductions achieved (at least 5% of the reduction goal) and resource allocation. Actions that Council has already implemented to reduce greenhouse gas emissions include the purchase of green power at certain sites, the green car programme and enabling energy star use on computers and photocopiers. Council is currently making savings of approximately 400 tonnes of greenhouse gases a year through these measures alone. 

Milestone 5       Monitoring and review of actions and emissions

Council has completed an inventory of greenhouse gas emissions being generated by the Council and the Shire community. The completion of the inventory means that Council has now completed the fifth and final milestone of the program. The inventory of greenhouse gas emissions has shown that Council’s and the community’s emissions have both increased by a significant 40.1% since the base year inventory calculated in 1999. 

The levels of greenhouse gas emissions generated by Council have increased within the Water and Sewerage, Building and Street lighting sectors, and largely reflect an increase in facilities and demand. Council’s Vehicle Fleet and Waste sectors recorded reduction in emission levels. 

The largest contributor to the increase in Community greenhouse gas emissions came from the Transportation sector, followed by the Commercial and Residential sectors. 

These increases in greenhouse gas emissions have been recorded despite a number of abatement measures which have been implemented by Council. Some of these measures include:

 Energy Efficient Office equipment – 15.22 tonnes/yr

Green Power – 340 tonnes/yr

Showerhead replacement program – 1,068 tonnes/yr

Green Car Option – 18 tonnes

Organic Waste diversion – 16,689 tonnes/yr

Energy Smart Housing policy.
