Hairdressers/ Barbers, Beauty salons, Skin penetration activities

Council carries out routine inspections of hairdressing/ barbers, beauty salons, skin penetration premises.

These inspections are conducted by Council’s Environmental Health Officers to make sure hygiene standards are maintained to ensure both clients and practitioner/employees are kept safe from infection.

• The Local Government Act 2003 sets out relevant standards that hairdressing premises need to comply with.
• Skin penetration activities are required to be registered with council. The Public Health (Skin Penetration) Regulations 2000 states that a skin penetration operator must not carry out a procedure unless they are registered with the Local Council. The council must be advised of the address of the premises and whether there is any skin penetration procedures carried out on the premises. Where the premises is mobile or if there is more than one premises then each appropriate local council must be notified.

Skin Penetration includes the following activities: -

• acupuncture,
• tattooing,
• ear piercing,
• hair removal,
• any other procedure (whether medical or not) that involves skin penetration such as body piercing, hair removal using wax or electrolysis, cosmetic enhancement and semi-permanent make-up, and any beauty treatment which involves the deliberate penetration or removal of the skin (such as extractions during facials).
• any other procedure prescribed by the regulations (which now includes colonic lavage);
(Note: A procedure carried out in the practice of medicine or dentistry are not covered by this regulation).

Council charges an inspection fee for inspections that are carried out.
