Animal Boarding or Training Establishment

What is an Animal Boarding or Training Establishment?


Under the Wingecarribee Local Environmental Plan 2010 (internal link) animal boarding or training establishments are defined as follows:


Animal boarding or training establishment means a building or place used for the breeding, boarding, training, keeping or caring of animals for commercial purposes (other than for the agistment of horses), and includes any associated riding school or ancillary veterinary hospital.



Establishing a Facility 


To establish a commercially operating animal boarding, breeding and/or training facility (aside from horse agistment), development consent (internal link) from Council must be sought.


Animal boarding or training establishments are permissible with development consent in the following zones (internal link):

  • RU1 Primary Production
  • RU2 Rural Landscape
  • IN1 General Industrial



Additional Controls


Council’s Rural Lands Development Control Plan (DCP) nominates additional controls for animal boarding and training establishments at Section B6.3 of the DCP. The objectives of this section are that the use:

(a) Incorporates all relevant best management practices.

(b) Generates no adverse impact on the natural environment, particularly with regard to wastewater disposal.

(c) Generates no adverse impact on adjoining neighbours in relation to noise, odour or traffic generation.

(d) All potential cumulative impacts of animal boarding or training establishments are taken into consideration in assessing of any application.


It is recommended you read the relevant sections of the DCP to become familiar with the outcomes and controls to gain an understanding of what Council wants to achieve in terms of animal boarding and training establishments.



Number of Animals


Council doesn't have controls that discuss capacity or number of animals. This would be determined by the relevant code of ethics applicable to the animal and would also be determined by a merits based assessment of the application with Council, taking into consideration:

  • Distances from surrounding development
  • Topography
  • Vegetation buffers
  • Noise impacts 
  • Other factors
